Civil Defence: COVID-19 Response Press Release July 17, 2020
Civil Defence has provided a 120-day sustained response to the COVID-19 pandemic (17th March – 14th July), assisting the Principal Response Agencies and their communities through a wide range of taskings.
A total of 29,516 volunteer hours have been provided by 878 different Civil Defence volunteers.
A total of 3,680 individual taskings have been undertaken in support to the Principal Response Agencies.
A daily average of 59 Civil Defence volunteers have provided a daily average of 246 volunteer hours.
A fleet of over 200 Civil Defence Vehicles have been utilised.
A big thank you to all Civil Defence Volunteers who have provided their time and talents during this period. A big thank you also to all Civil Defence Officers, Assistant Civil Defence Officers and Temporary Assistant Civil Defence Officers for their professionalism and input during such a sustained period of activity for the organisation.
In the weeks and months ahead, it is important that we all individually continue to comply with the Government guidelines around handwashing, cough etiquette, social distancing and wearing of face masks to protect ourselves, our families and our communities.
At this point, it is the intention of Civil Defence Branch to recommence central training in September. That will of course depend on the COVID-19 situation pertaining at that time.
Also for your information on 17 July 2020, the Department of Defence on behalf of the Civil Defence organisation lodged the Civil Defence Governance Validation Framework (GVF) application with PHECC. This will ensure that Civil Defence’s PHECC licence will be renewed again for a further year on 31 August 2020.

Civil Defence (Cosaint Shibhialta) is a statutory volunteer-based organisation established in the 1950s. Nationally, Civil Defence is managed by 35 Local Authorities.
21 Local Authority Civil Defence Units, namely Cavan, Cork City, Donegal, Dublin, Galway, Kerry, Kildare, Kilkenny, Laois, Leitrim, Limerick, Longford, Louth, Mayo, Meath, Monaghan, Offaly, Roscommon, Sligo, Westmeath and Wexford have been tasked by the HSE across the country. The type of taskings undertaken include
Providing first-aid and administrative assistance to the Irish Blood Transfusion Service
Relocating residents from one Nursing Home to another location
Transporting dialysis and cancer patients from hospitals to their homes
Collection of medications and delivering to MS patients homes
Establishment of and supplying of equipment to static and drive thru test centres
Transporting on average 1,600 test samples daily to UCD National Lab and to other Labs
Supplying camp beds for Hospital Doctors
setting up of isolation centres for homeless services
Delivering shower chair and equipment to isolated vulnerable householders
12 Local Authority Civil Defence Units, namely Carlow, Cavan, Clare, Donegal, Kildare, Kilkenny, Laois, Leitrim, Mayo, Meath, Tipperary and Wicklow have been tasked by the Local Authority and the Gardaí. Tasks include
Distribution of food parcels to vulnerable persons
Assisting An Garda Síochána in advising persons on social distancing in outdoor settings
Setting up isolation centres and transporting food and laundry for homeless services
Delivering COVID 19 signage to area offices
collection of medication from Pharmacist and delivery to isolated households
Overall 54 volunteers were involved in these taskings yesterday and provided an estimated 291 volunteer hours.
Since 17 March 2020, Civil Defence volunteers have provided 2315 volunteer hours in support to the Principal Response Agencies. The role of Civil Defence as set out in the 2015 Government White Paper on Defence is to support the Principal Response Agencies in both emergency and non-emergency events”.
COVID-19 is one such emergency.
9 Local Authority Civil Defence Units, namely Dublin, Kerry, Kilkenny, Laois, Longford, Louth, Monaghan, Offaly and Westmeath have been tasked by the HSE and the Local Authorities across the country. The type of taskings undertaken include
Establishment of and supplying of equipment to static and drive thru test centres
Transport of test samples to laboratories
Supplying camp beds for Hospital Doctors
Setting up of isolation centres for homeless services and distributing food to vulnerable families (LA)
Local Authorities have also tasked Civil Defence Units in Cavan and Clare in distribution of food parcels to vulnerable persons as well as assisting An Garda Síochána in advising persons on social distancing in outdoor settings.
Overall yesterday 23 volunteers were involved in these taskings and provided an estimated 82 volunteer hours.
Since 17 March 2020, Civil Defence volunteers have provided 385 volunteer hours in support to the Principal Response Agencies.
